Delivering Mixed Tenure Schemes with Local Authorities

With many local authorities now looking to utilise their own financial resources to deliver much needed rented accommodation, Landspeed can work in collaboration with them to deliver the Intermediate element and, therefore, a successful mixed tenure development in isolation – or as part of a developer led Section 106 delivery obligation.

With tenure splits often biased towards the delivery of rented accommodation – and the fact that the majority of Registered Providers are unwilling to pursue schemes of less than 20 units (combined) – then this collaborative approach will provide certainty of delivery for those local authorities looking to deliver rented housing in their own right and thereby ensure that their funds are focused on the priority need.

Landspeed’s experience in delivering both shared ownership and shared equity affordable homes will ensure that all appropriate planning obligations are secured; purchasers are identified and qualified correctly and the new homes are successfully delivered to initial and subsequent qualified occupiers. The design and planning of a scheme can also be influenced by the early involvement of Landspeed – with a particular emphasis on delivering a range of properties at genuinely affordable disposal prices.

Arun District Council sought Landspeed’s assistance in delivering its first new council housing stock for 28 years when, in 2015, discussions commenced on a scheme in Barnham. 9 units were delivered by the Council alongside Landspeed delivering 5 new Intermediate Homes to ensure the developer’s (Crayfern Homes) 14 unit Section 106 obligation was successfully delivered. Construction commenced in 2016 with all of the units handed over during the following year.

Landspeed have since worked with West Sussex County Council to inform the development of affordable accommodation on County owned land and are now working with a number of local authorities including: Wealden District Council, Waverley Borough Council and Horsham District Council — delivering joint schemes.
